Community Stakeholders

RJCA recognizes the community as a victim of livability crime. We serve people who live, work, worship, attend school, or own property/business in participating neighborhoods by empowering them to take part in the criminal justice process. Affected community members meet in small groups with nonviolent nuisance offenders to discuss the impact of their crimes on the neighborhood and decide how to best repair the harm.

Annoying Amplifiers, Consuming in Public, Dog Disturbing the Peace, Excess Sound from Motor Vehicle, Horn Honking, Littering, Liquor in Park, Loud/Noisy Party, Noise Violations, Open Bottle (no vehicle), Underage Consume Liquor (no vehicle, no bar), Underage Possesion of Liquor (no vehicle, no bar), Unnecessary Noise

Court Required Misdemeanors
Aggressive Solicitation (begging/panhandling), Damage to Propert, Disorderly Conduct (Public Urination, sex in public, skateboarding, and disturbing the peace in public space anywhere the public is present), Indecent Conduct (public urination), Indecent Exposure (public urination), Loiter with Intent to Buy or Sell Narcotics, Loitering with Intent to a Commit a Crime (if crime is listed here), Loitering with Intent to Solicit Prostitution, Lurking with Intent to Commit a Crime (if crime is listed here), Possession of Drug Paraphernalia, Possession of a Small Amount of Marijuana, Public Urination, Soliciting Prostitution

Eligible Participants

• Freely admit responsibility for the offense
• Attend orientation and community conference
• Work out a restituion agreement for each incident
• Fulfill the terms of the agreement(s)


(1) No evidence of weapon possession or assaultive behavior in incident or history. (2) No known mental illness or cognitive disorder that would impede the process; developmental disability acceptable. (3) Must be clean and sober for the conference. (4) Must be willing to meet these participant responsibilities.
